This article about the classification and capabilities of existing software systems of distance learning. In this program systems there is not any connection and consistency elements effective components. Effective ways of distance development qualification connected directly with the demands on educations, organizing learning process, pedagogical support after course activity and monitoring process. It is found out the components of managing surroundings in according to information movement in the process of distant development qualification off pedagogical staff.
