Abstract

As part of the formulated scientific problem are defined: the initial data for the substantiation of the list and volume of measures for the evacuation of the population, presented the target function in the form of a performance indicator dependence on the main factors affecting the local government readiness to receive the evacuated population, defined controlled variables, the main restrictions and assumptions adopted to solve the problem.
